And common law, what I would think of as the best and most durable kind of law applies to rulers and ruled alike. No Senator will be arrested for DUI, but no one will argue that is not a corruption, and abuse of power.
I think we are wandering into questions of the rule of law (one of humanities better ideas) rather than honesty. But would I agree that dishonesty erodes the rule of law, yes. And that it's a bad situation when all are not equal before the law. Absolutely.
